There are actually several reasons why double-decker buses are used on rural lines in the St. Gallen and Appenzell area.
Firstly, of course, the passenger volume; two generations of Neoplan double-deckers were already in use before the Enviros. On the other hand, the topography: in winter conditions, articulated buses (as pushers with rear-axle drive) are poorly suitable on steep gradients because they tend to slide sideways.
The location of the photo is at around 900 m above sea level, although certain trips also take the buses up to the 1300 m high Schwägalp.
